Who can get a library card, how to apply, and how to use your library card.

The Newton Public Library is a participant in the
State of Iowa's Open Access Program.

Library cards are available free to residents of Iowa. Library cards are issued immediately if you have current photo identification and verifying proof of current Iowa residential address at the time of application. A post office box is not sufficient proof of residency. Mail may be used as proof of address if it has been postmarked within 30 days of the current date.

Persons who have acceptable personal identification, but who are unable to provide verification of current residency, may have the library card mailed to them to verify residency. However, no library materials can be checked out until the Newton Public Library card is received.

Out of state residents who are temporarily residing in Newton may obtain a "Guest" library card with satisfactory proof of current residence along with current photo identification which includes permanent residency address. The library card will be issued for the period of time the patron resides in Newton (not less than one month or more than six months). The guest card will restrict checkout to two (2) items at any one time.

Acceptable forms of photo identification include the following:

Current state, international or foreign driver's license with photograph
Foreign Visa
Military identification
Alien Registration Card issued by the U.S. Immigration and Naturalization Services
Local school identification card for current year (with photograph)
Employee identification card with photograph
Out of state Identification card
Indian tribal affiliation card
Non-driver's license with photograph

Accompanied by any of the following to verify current Iowa residency:

Current acceptable photo identification (see above)
Current motor vehicle registration
Imprinted checks
Voter registration card
Mail addressed to you with current postmark*
Bank statement*
Lease agreement*
Utility, telephone or water bill*

*must be dated within the last 30days.

Applications for all children up to age 13 must be signed by a parent or legal guardian who will then be responsible for the materials lost or damaged by the child. Adult signers of children's library cards must provide acceptable identification as described above.

You are responsible for all library items borrowed on your library card. Notify library staff of name, address, or phone number changes. Lost or stolen cards should be reported immediately to 641-792-4108. A $1.00 replacement fee will be charged for lost or stolen cards.
