The position of HR Specialist also serves as the City Clerk. This position is responsible for preparing the Administration operating budget, oversees the City of Newton's payroll and human resources functions. 
This position directs the administration of all employee benefit and insurance programs.

The City clerk has the following specific responsibilities: 
  • Custodian of all official documents and records
  • Maintains all City records
  • Prepares council agendas
  • Publishes and posts meeting notices, agendas, and ordinances
  • Reports council proceedings and records votes
